Hotkeys are laid out with Super for the system
Super is the system, Super + Shift is apps, Super + Ctrl is panels and system menus, and Super + Ctrl + Alt is quick actions and notices. Alt is always a variant of the same binding. Ryan R. Hughes wrote it, merged into quattro.
An existing binding never moves to make room for a new one, and Alt is never something unrelated.
