Non-Latin keyboard file stays out of Plymouth's boot image
Pull request 14885, merged into quattro, keeps a non-Latin keyboard file out of the boot image after Plymouth's hook started copying it. The pull request says x86 stable and rc still served the older package on Oct. 10.
The pull request says a first layout that types no Latin letters, such as ru,us, makes Plymouth ask for the disk passphrase in that layout, so the Latin passphrase cannot be typed. It says the first boot after that Plymouth update is the lockout, and that the package is 26.134.222-3.
The pull request's new drop-in refuses /etc/vconsole.conf when the boot image is built, unless the file list includes it. It says a de layout is still copied, and that a file someone listed on purpose is still included.
The pull request says nothing rebuilds the image when a drop-in changes, so a migration rebuilds it once per machine and stays pending if that rebuild skips a kernel.
