Fingerprint unlock stops treating an empty reader as enrolled
Fingerprint unlock could stay off, or retry without stopping, when no finger was enrolled or a reader failed. Pull request 7158 merged into quattro.
Setup and the lock service now require an enrolled finger. Attempts that never prompt, or that fail as soon as they prompt, back off, including when a reader disables itself so it can cool.
A resume hook restarts the fingerprint daemon, with a 3-second stop timeout. A follow-up retries a systemd reload that an interrupted repair used to skip, so that timeout is applied.
